In consultation with Somali stakeholders UNDP reformulated its programme for 2007-2008 to focus on Democratic Governance – specifically under the themes of strengthening security for peace and development; State-building; enhancing democracy; and pro-poor policies and MDG-focused local initiatives.

These four themes are then addressed through UNDP's three interrelated programmatic areas - Rule of Law and Security; Governance; and Poverty Reduction and Sustainable Livelihoods. In addition, five cross-cutting themes are integrated into the programmes - peace-building, human rights, gender equality, HIV and AIDS, and information and communication technology (ICT).

UNDP is also a primary participant in the joint UN/World Bank-led Somali Joint Needs Assessment that aims to identify priority reconstruction needs over a period of first two, and then five years. In particular, UNDP headed the Governance and Rule of Law cluster that includes fundamental issues of concern such as reconciliation and security. This plan, the Reconstruction and Development Programme, will be an instrument for mobilizing, distributing and coordinating international recovery assistance.
