UN-HABITAT has been active in the Somali urban sector since the late 1990s. Project activities have evolved from the targeting of immediate local needs, to more systematic attempts to address sustainable urban development.

 

Somalia Urban Development Programme (SUDP)

The Somalia Urban Development Programme (SUDP) has functioned as an umbrella programme for all UN-HABITAT interventions in Somali cities since April 2005. It is funded by the European Commission and co-funded by UNDP, the Government of Italy, the Government of Japan, UNICEF, DFID and UN-OCHA. The SUDP receives support from WFP through Food-for-Work schemes.

UN-HABITAT is the lead agency for SUDP, working in partnership with UNA, ILO, WFP, Oxfam-Novib and UNICEF. Each partner contributes in its area of expertise. The flexible structure of the programme allows new activities and organizations to be added when the need arises. The three main components of the SUDP are:

  • Urban governance, including legal and institutional reforms, strengthening municipal governance and the role of civil society;
  • Urban management, including strategic planning, land management, municipal finance, delivery of basic services and local economic development, and;
  • The implementation of local projects in such fields as: housing, basic urban infrastructure, the upgrading of settlements for internally displaced persons, and the construction of markets and slaughterhouses.
