"We note that you have now moved into the second phase of your proceedings in which you have begun to discuss political issues. We would like to encourage you to address all the issues, even the most difficult ones, in order to arrive a comprehensive political, economic and social settlement in conformity with the Transitional Federal Charter which will bring a lasting and sustainable peace in the country.

"Before concluding, we would like once again to request Chairman Ali Mahdi and his Committee to redouble their efforts to convince those stakeholders in Mogadishu as well as those abroad who are ready to reject the logic of violence and agree to abide by the Transitional Federal Charter to participate in the Congress. A genuine reconciliation in Somalia can only be possible if all those that have been a party to the conflict agree to reconcile with each other. All those who have a stake in Somalia's future need to be present at this important event.
