Effective Implementation of the Djibouti Agreement

17 June 2008: The UN Special Representative for Somalia, Ahmedou Ould-Abdallah has declared: “I am pleased that the representatives of the international community – the European Union, the United States, Norway, the League of Arab States and the African Union are meeting today with my office to discuss the mobilization of resources necessary for implementing the Djibouti Agreement signed between the Transitional Federal Government and the Alliance for the Re-Liberation of Somalia on 9 June 2008.
“Indeed it is now up to the international community to play its part in this exercise. The meeting is addressing the implementation of the Agreement and the budget resources required. It is looking at the follow up to the establishment of the Joint Security Committee and the High Level Committee - including its regional and local components and the preparation of the International Conference on Reconstruction and Development. Letter to the members of the Somali Diaspora

Nairobi, 12 June 2008: Asalaam Aleikum, At the outset, I would like to thank you all for your patriotic support for the Somali peace agreement which was initialed in Djibouti on 9 June 2008. I received many phone calls and emails expressing backing for the agreement and the consensus that was reached between the Parties.
There is still much work to be done. Your country would sincerely appreciate your help in persuading the international community that they will now need to provide full practical support as promised. This is especially true if we are to ensure that the Parties keep to their promises particularly for setting up an international stabilization force and ensuring humanitarian access.[English] [Somali]
UN Special Representative welcomes planned Security Council visit

Djibouti, 29 May 2008: The UN Special Representative for Somalia, Ahmedou Ould-Abdallah, has said he is pleased that the UN Security Council members have agreed to travel to Djibouti to discuss Somalia.
The SRSG said he was disappointed that, due to a number of considerations, the Council members were not able to travel to Somalia itself. However he pointed out that the Council visit would coincide with inter Somali talks.
“This will be a wonderful opportunity for the Somali leaders to demonstrate to the international community their strong commitment and determination to restore peace and stability to Somalia,” he said. “All Somalis from inside Somalia and the diaspora can and should play a key role in helping this. Nairobi, 28 May 2008: I last wrote to you all before the first Somali talks in Djibouti which took place from May 10 – 16 2008. In view of your tremendous contribution to Somalia’s economy and support and involvement in Somalia, I felt it was my duty to continue to keep you updated on current progress.
I was extremely pleased by the widespread, positive reaction from the Diaspora to the first phase of the Djibouti talks which demonstrated your commitment to peace, security and stability.
I am writing to you all once again on the eve of the second meeting to demonstrate the importance that I attach to the views of the Diaspora, both from the young and older generations.[English] [Somali]
Somali Prime Minister calls for action to draw up constitution

Nairobi, 23 May 2008: The Prime Minister of Somalia, Nur Hassan Hussein, has called for Somali politicians to ‘do their utmost’ to draw up a new constitution and for the United Nations to assist in the process.
He was speaking in Baidoa on May 22 at the start of discussions on the Somali constitution-making process, which, according to the 2004 Charter, must be completed within the next six months.
The launch was also attended by the Minister of Constitutional Affairs, the Minister of Public Works, representatives of the Independent Federal Constitutional Commission, members of the Parliamentary Committee on the Constitution, officials from the Ministry of Constitutional Affairs and UN representatives.
